For those interested, we found out more things about the Cisco 2950
SNMPv3 issues.

Here's what I added to the module's documentation:

SNMPv3 support is broken for link-up / link-down and MAC Notification
modes because Cisco didn't implement SNMPv3 context support for this IOS
line and it is required to query the MAC address table. See #1284.

SNMPv3 support is broken for port-security but there is a patch
available if you dare. Attached to issue #1284.

If you do try the patch, please let us know how it goes after a couple
of days / weeks. If it's fine then we will merge this for our stable
release. Testing it and reporting will improve the chances that it'll be
merged (meaning less work for you on future upgrades).
