Add guest users (under Person tab) or admin users (under Administration tab) ?

If Admin then what are the permissions on the conf/admin.conf file? httpd runs 
as pf so a file owned by root won't be writable. That said, it is still a 
defect, we should validate and give an error message.

Please confirm then I'll see what we should do.
