I was still running 3.0.3 it turns out.  Upgrading to 3.1 has indeed enable the 
soh admin interface.

If you installed by following our guides, a simple yum update will not show you 
newer PacketFence versions as our repository are disabled by default.

To update the whole OS *and* PacketFence and it's external dependencies 
(freeradius, snort, etc.):

yum update --enablerepo=PacketFence,rpmforge

To update PacketFence only (with absolutely required minimum dependencies):

yum update --enablerepo=PacketFence,rpmforge packetfence

If you get errors about missing dependencies (I think we introduced new ones 
that aren't satisfied by rpmforge or our own repo but I'm not sure), try 
installing the EPEL repositories. This step is documented in the Admin guide 
under installation.

As always before you upgrade, read the UPGRADE document. Current version is 
here:
