I guess I am getting confused on the purpose of the captive portal. I was able
to successfully have PF pass to the switch the Normal vlan info when I applied
mab to my port:
interface FastEthernet0/46
switchport mode access
dot1x mac-auth-bypass
dot1x pae authenticator
dot1x port-control auto
spanning-tree portfast
I thought the purpose of the captive portal was to allow authentication for
clients/devices that do not support 802.1x?

I believe you are missing some key configuration components here... No
802.1X configuration on the port, no MAB, no Port-security :S
You should review the network configuration guide.
