The registration issue is bugging me a bit.  Can you send the debug 
output of the RADIUS server (using radiusd -X) when you first connect to 
a port. (send the entire debug)

It depends how your SoH filters are built.  I don't see why PF would 
trigger a violation if it doesn't match a filter.
