What version are you using? On 3.1.0 this 355 line points to snmptrapd
config generation which shouldn't affect httpd's capacity to start.

httpd is started by PacketFence. You should not attempt to start it on
your own as it will load /etc/'s configuration instead of
/usr/local/pf/conf/'s.
