Based on the config you sent, you did not define a registration 
interface, only a management and a monitor interface.  Where is your 
internal interface with the vlan enforcement in pf.conf?
This is well documented in our admin guide, I suggest you have a look. 
You will be able to better understand what pieces are missing.

ie.
[interface eth0.2]
ip=192.168.2.1
mask=255.255.255.0
gateway=192.168.2.1
type=internal
enforcement=vlan
