We don't do assignation of a VLAN on first login since version 1.8.5
which was released on 2009-10-28.

However, we categorize users usually on first 'registration'. Then on
each connection assign a VLAN based on a category. This is one usual way
to do it but by default everyone, no matter the category, get the
'normalVlan' defined in conf/switches.conf.

VLAN assignment based on dot1x attributes like username is definitely
possible. Check lib/pf/vlan/custom.pm for examples.
