It's "normal" and it's not from radius, it's from apache. It was 
introduced by the OpenVAS scanning feature. Since you don't use inline 
mode you have two virtual hosts listening on 127.0.0.1 (one for inline, 
think of it as disabled, and one for openvas).

It's only cosmetic. Absolutely no harm is done here. This will go away 
once we implement http://packetfence.org/bugs/view.php?id=1374 and we've 
planned to do so soon.

If you absolutely can't stand it, remove the virtualhost 
%%inline_internal_ip%% from conf/httpd.conf.apache22 but doing so will 
diverge stock httpd config.
