Your wording can lead to some ambiguity.  However if I understand you correct, 
here's the deal:

The management interface has nothing to do with DHCP.  Reason being is that you 
will be creating other interfaces on the network subnet that you are handing 
out DHCP leases for.

For instance, you have network 10.0.0.0/24 which is your management interface.  
This is mainly just for the administration web interface.  Some people deploy 
dhcp on their servers and have dhcp reservations on the dhcp server.  Some 
people prefer hardcoding everything. So don't read too much into the initial 
setup of ZEN.

Second, packetfence dishes out dhcp reservations on secondary network 
interfaces, such as your registration, isolation, and mac detection networks.   
These will be separate interfaces from the management interface.
