Ok, that makes sense.  

Is that documented?  When I am trying to troubleshoot a problem with our setup 
I run FR in debug mode a lot which you can't do inside PF.  Would it be 
possible to add the ability to run FR in debug mode using pfcmd so the radius 
stuff gets updated correctly?

The information is updated upon a restart of RADIUS using pfcmd, not service 
radiusd restart.
