Do you have a separate network for the wireless devices ? In order for packetfence to operate in Inline mode there needs to be (at least) two network interfaces (without vlans two physical), as Pf acts as a gateway in this type of setup.
One interface for your external and management and one for the inside network (inline mode) You could install the second network card to satisfy needing two networks, and depending on your resources maybe go from there ( single ap or switch + aps ) As for inline mode, just read the admin guide once through before installing, it might seem trivial to not just start when you start the install but it will pay off in understanding in the end.
