Here is a link to my thread.  I was upgrading when I got this same error.  My 
solution was to upgrade just packetfence and not the entire system.  I did a 
yum update packetfence instead of just a yum update.  There are some perl and 
freeradius updates that appear to break packetfence radius configuration when I 
udate the complete system.  I haven't had time to dig in and see which piece is 
breaking it yet.
