Hi Mark,
Have you done anything with the node after restarting packetfence?
I've found that hitting edit on the node will trigger a vlan reevaluation, or 
plugging into a different port to trigger a trap.
We do find this to be an issue sometimes where packetfence has lost its 
locationlog for a device then it needs a new trap generated before it can move 
vlans about.
