This is RADIUS telling you that some requests hung during the process, and that the hung is caused by the packetfence modules. It's possible that your system is under heavy load, you should consider change the EAP timeouts on the controller to something higher, and you should also change the timeouts value in radiusd.conf to something higher as well.
