Ali,
The doc hasn't been updated according to the new way we use RADIUS. 
Since PacketFence 3.5.0 we use RADIUS in a managed way meaning that PF 
is generating the config files.
For your info:
- /etc/radd is now /usr/local/pf/raddb
- eap.conf can be found here: /usr/local/pf/conf/radius/eap.conf

Thanks for noticing, we'll adjust the doc accordingly.
