I'm trying to reproduce this issue here but I'm unable. Can you give us 
some more details.
- When you register on the portal, you get the progress bar and then the 
"Unable to detect network" message. Are you able to close that browser, 
reopen one and surf the web?
- Are you using wired or wireless connection?
- What are the specs of the server (memory) ?

Also, a copy of logs/packetfence.log (you can send it to me directly) 
would be great.
