Ah I'm not sure. I'm not using inline mode. I have it working ok but not in
inline mode.

This is already built in to packetfence. In the pf.conf file you need to set
the passthrough mode to proxy within the [trapping] section:
[trapping]
passthrough=proxy
Then create a section for the pages that you want to allow through the captive
portal:
[passthroughs]
Microsoft=http://www.microsoft.com/
Facebook=http://www.facebook.com/
The part before the equals sign is just a reference for yourself and can be
anything. It used to be the case that the forward slash was required after the
URL, but I think this was a bug fixed in later versions.
