I tried adding the [portal-profile] config under pf.conf but after looking at 
packetfence.log, it doesn't look like its working.

I also created a test1 path under 
"/usr/local/pf/html/captive-portal/templates/test1" and copied all files under 
"/usr/local/pf/html/captive-portal/templates" (including subdir) to the test1 
path as stated in the documentation.

As a test here's my config in pf.conf:

[portal-profile test1]
filter=test1
template_path=test1/
