WoL packets are forwarded by the ip helpers.

Couple things you can do:
- Sniff on a switchport and check if you see the magic packet on that VLAN
- Double check your ip helper settings
- Make sure you have set "ip forward-protocol udp 402" on your switches
- Make sure you don't have any ACLs that would block the Magic Packet (udp port 402) and configure a ACL to allow "ip directed-broadcast"

My guess is that the switch does not broadcast the WOL magic packet into
all VLANS if any at all.  Any hint?  Do you need more information?
