All the magic stuff is done in register.cgi, so modify the login.html
file (comment the username and password stuff) and modify the file
register.cgi to test the Submit button.

I don't see any facility to create a CP instance that requires just
clicking through terms and conditions resulting in granting access for
a certain time.
