Hello Matthew,
after the portal packetfence will use a deauth method to disconnect the
node and after you will have a new radius request with the normal vlan.
So select deauth method as snmp (in the switch config), set the snmp
parameters and retry.
Also let look at the log just after the captive portal registration.

A "guest" PC is turned on. Cisco performs 802.1x, fails due to
intentional time-out and places the PC into the Registration VLAN.
PC is assigned an IP address from the Packetfence VM. PC goes to

registration portal page.
Valid credentials are used, which auths against AD.
Problem:
After using the registration portal, Packetfence does not change the
VLAN assignment of the PC's port to the "Guest" VLAN.
I am using a Cisco 3750G Stack with latest version of Packetfence.
