i think you misunderstood the way that packetfence work.
I suppose that packetfence is configured as out of band and you have 3
vlans:
Vlan id 2 for registration : dhcpd enabled and named (your device in
this vlan must be forward to the captive portal)
Vlan id 3 for isolation: dhcpd enabled and named (your device in this
vlan must be forward to the captive portal)
For this 2 vlans, dhcps will provide a ip address with eth0.2 ip as the
default gateway and dns server. Dns is use to resolve any domain as the
ip of eth0.2. So when your device try to hit www.google.ca , it is
forwarded to the captive portal.
Then the regular vlan is a vlan of your organization with your own
services (dns,dhcp,gateway), it´s your production vlan and packetfence
doen´t act as a dhcp server or dns server in this vlan.
So forget to try to configure dhcp on the management interface and set
the normal vlan as a vlan that already exist in your enterprise.
