have you enabled preregistered_guests in the pf.conf register section
(auth=preregistered_guests) ?

Guest Management page in PF. I attempted to create a single user and
a group. In each case PF said it successfully created the user and
gave me a password for the user(s). I can see the users that were
created in the Person list. However, when I attempt to login using
any of these guest credentials I am presented with invalid username or
password error. Can anyone help decipher why these guest accounts
will not authenticate properly?
