Ok so kill radius process and let´s try with radius -d /usr/local/pf/raddb/ -X. It will be verbose but you can see if there is an access-accept answer with the vlan number. If the vlan is correct, that mean that the vlan has not been declared in the switch config or that there is not layer connection between the switch and packetfence registration vlan.
