I had the same issue. I had to add a separate eth1.123 as a management
type to make it through the setup. Then I went into my vm console,
manually deleted the eth1.123 in etc/sysconfig/network-scripts as well
as go into the pf.conf and delete it there. Then I changed my regular
eth1 to type=management and rebooted. That seemed to fix it for me. I
was able to keep it as VMXNET3 though.

    Thanks for the immediate reply. I change my VM lancard from VMXNET3
to E1000 and it work like you've said. The eth1 is not enabled but
unfortunate I run on another problem. 

    After I've finished the setup wizard and access the pf4 web gui to
do some configuration changes on switches, networks and guest access
settings, I've decided to restart my pf zen vm and after it boots up, I
cannot access the web gui anymore. I tried to check the logs but it
seems there is no related logs with regards to Eth1 or web gui access
error.

    Hoping again to have a prompt response to all packetfence guru. It
is a great software and I spend a lot of time exploring all the new
features of PF v4.
