Hi all,
I have a fresh installation of version 4.0.1 on RHEL 6.4. All was going
swimmingly and my open setup network was pushing users to the Packetfence AUP
acceptance page as it does out of the box.
In previous versions what I have done is edit the
/usr/local/pf/html/captive-portal/templates/login.html page to use a meta
refresh and redirect users over to my supplicant configuration page, using the
passthrough=proxy option in pf.conf and then declaring the setup page in the
passthroughs section as below:

wifisetup=http://wifisetup.cardiffmet.ac.uk
However this is not working on this new install. The client is redirected to
the correct URL, but I get an Error 404, page cannot be found. Other sites that
are also declared in the passthroughs do the same thing, where sites not in the
passthrough section get redirected, so Packetfence IS reading the passthrough
list.
