Jake is a baws in networking and in using PacketFence.
Please follow the indications/hints he gave you and you should, at least, be 
better placed in terms of network topology and how PacketFence is interacting 
with the whole thing.

find in the "Documentation" section of the PacketFence site or by simply

That may help you understanding PacketFence concepts a bit more.
