This is a wired only, and this has been a constant problem, I have had to 
re-install at least 10 times now (thinking it was the way I had 
installed/configured PacketFence), I have tried disconnecting and re-connecting 
the pc in question, I have also re-booted the pc but still no access! Until I 
either restart the PacketFence server or just restart the services.

My test bed PacketFence server is just a PC with 2 nics, an internet connection 
and a simple unmanaged switch.

Where do I go from here?

Wired or wireless ?
As a test, if on wired, unplug and plug back the wire from the test device. If 
wireless, disconnect and reconnect from the SSID.

Looks like a deauth/bounce port issue.
