Personally, I'd run phpmyadmin on an internal server using rfc1918 space
with lots of firewalling in front of it.  Then add a single read-only
allow in the mysql access tables so your remote phpmyadmin instance can
get there.  You'll need to poke a hole in iptables for the phpmyadmin
instance.

This helps from the security side (phpmyadmin has a rocky track record
security-wise) and will also help to keep your packetfence install
clean.  If you install directly on the packetfence system, you'll need
to tweak httpd settings as well as possibly add additional packages to
the system to support phpmyadmin.  Easier to keep the system as clean as
possible.

Just my opinion, of course.  :)
