Donald,
Shutdown PF, then check "pf/var/run/" and make sure there's nothing there.
If there is, manually remove it, then restart.
Been there, done that :^).

Subject: [PacketFence-users] httpd would not start after server power outage
Hi,
Our virtual ZEN PacketFence server experienced a power outage, when powered on
again, httpd would not start, when execute '/usr/local/pf/bin/pfcmd service
httpd start', got 'httpd.admin|already running', but httpd is not there under
'ps -ef', and the log says 'pfcmd.pl(1946) INFO: httpd (/usr/sbin/httpd) not
started because it's not required based on configuration
(pf::services::service_ctl)'. Is there a easy way to find the problem and fix
it? Worst case, I will rebuild the box through the ZEN package.
