What version of Packetfence?  There was a bug in 4.0.1 that resulted in
services not restarting after a reboot.  It was fixed in 4.0.2.

Stop the server (pfcmd service pf stop) and check for files in
/usr/local/pf/var/run  ..  If there are any in there, delete those files
and restart the service (pfcmd service pf start)

See if that helps.
