So I was testing the new 4.0.3, and I discovered that clients are not
redirected to the captive portal while on the registration VLAN. I see the
traffic come in via tcpdump, and I added logging to the 80 and 443 iptables
rules for the internal interface, but I do receive any log messages that
would indicate iptables is processing those packets.

However, if the client navigates directly to http://<ip of
pf>/captive-portal, it works fine, and I see the iptable logs in
/var/log/syslog.

Reverting to a snapshot of 4.0.2 makes everything work fine again. I made
no configuration changes in between the upgrade. I'm on ubuntu 12.0.4.

Any ideas?
