I have found the answer myself. The locale es_ES must be UTF-8:

1) Edit /etc/locale.gen:
es_ES UTF-8
2) locale-gen
3) Edit /etc/default/locale:
LANG=es_ES
4) Reboot

Now I can see all the special spanish characters in the Captive Portal
