This sounds like a firewall/routing issue.  IPTables on the packetfence
box restricts management access on port 1443 to the management
interface.  If a user can make it through your network and firewalls to
the packetfence box on port 1443, then they should see the admin interface.

The only other thing I can offer here is to ensure that the admin
website is up and running.  You can check this by sshing into the
packetfence box and issuing this command :

pfcmd service httpd.admin status

The output should look something like this :

$ pfcmd service httpd.admin status
service|shouldBeStarted|pid
httpd.admin|1|12143

If the number on the right is 0, then the service is down.  You can
start it like this :

pfcmd service httpd.admin start
