Thank you – we have many vlans, so I think this becomes more complex than it's 
worth.

But in case I try – do you mean setting the management interface in pf.conf to 
also be dhcp-listener (type=management,dhcp-listener), or just to send the dhcp 
traffic to that interface via ip helpers, leaving pf.conf alone?

Hello Tim,
with what you describe yes, but you can sent dhcp request to pf (pf will not 
answer)on the admin interface with ip helper on the layer 3 vlan interface of 
your productions network.
