I believe that means you have added ad.davenport.edu to raddb/proxy.conf.
That should not be necessary for your own domain.
You are not proxying that domain.
Revert all changes to proxy.conf and try again.
Don't try to get eduroam working before you have your own domain authenticating
locally.
Don't make it harder than it has to be.
