I ran both, and then re-tried the yum update. It indicated
that 4.5.1 was installed, and didn't do anything. I did a
service packetfence stop and start (which I assume runs the
same config file sanity checks), and it did not report an
error. Guess we can file it under fluke unless someone else
has the same problem...

Ok so it´s probably a cache issue, run these commands:
bin/pfcmd cache configfiles clear
bin/pfcmd cache configfilesdata clear
and retry
