I ran into a race condition where the device would hit packetfence and
get assigned to auth before the LLDP data made it to packetfence to
identify it as a VoIP device.  Go to the MAC of one of the phones and
check the "Voice over IP" checkbox.  Reboot and see if it comes online
properly.  That will at least validate that the phones come online properly.
