Christopher,
It's probably that openssl on ubuntu 12.04 is not recognized as a
heartbleed patched version by freeradius, so it won't start. It is patched,
but that's not the point...

You'll need to edit the /etc/freeradius/radius.conf and set yes to
"allow_vulnerable_openssl"
