Hi Maikel, thank you for clue.
All tables are created in latin1_swedish_ci but sms_carrier table is utf_8.
I am little bit scared to change the character set for whole table.
It there any script built-in PF? Is it safe to ALTER whole db and tables?
ALTER DATABASE pf CHARACTER SET utf8 COLLATE utf8_slovak_ci;
ALTER TABLE tbl_name CONVERT TO CHARACTER SET utf8 COLLATE utf8_slovak_ci;
