Hi Dennis,

Have been a lot of time since PF took control of radius instead on relay in
the system, start radiusd with this command,

/usr/bin/radiusd -X -d /usr/local/pf/raddb

With the -d option you are telling radius to use the conf directory raddb
located in  /usr/local/pf, adjust this path to your own system.

Hope this help you, by the way the heartbleed problem can be fixed in
radius.conf in raddb of pf not in /etc/raddb, that is for OS and doesn't
content all the conf neccesary to work with PF.
