Hello Cheslin,

you are not doing something wrong, but it look that there a cache
between the server and packetfence repo.
Can you try to do :
http://inverse.ca/downloads/PacketFence/CentOS6/x86_64/RPMS/packetfence-5.0.0-1.el6.noarch.rpm
?
