1) updating the fingerbank configuration from the pf web gui caused a  
permission denied on fingerbank.conf, so I chmoded fingerbank.conf to

whereas my fingerbank backups are around 39MB each. (manually  
downloading the database gives me the same file/filesize)

Are you sure that everything on your side should be fully operational now?
