Here is a question for the list.

As I am getting to the end of the academic year, I am getting reports of RIAA 
violations. Some of these are second and third reports for the year for two 
users. Our campus policy is to deactivate the user's account on the second and 
subsequent violations.

I know how to do this on the device level on the first violation, but how can 
this be done at the user level on subsequent violations.
