Try this: 
# cd /usr/local/pf
# ./bin/pfcmd version >| conf/currently-at
# ./bin/pfcmd service httpd.admin restart


Not a bug, just a poorly documented feature.
It’s mentioned in the upgrade guide, though perhaps not for 5.0.2.
