Is this a complete fresh install or did you uninstall anything / remove any 
file before ?

What is the output of
rpm -qa packetfence-pfcmd-suid

the pertinent line would be /var/tmp/rpm-tmp.ibq8he: line 85: 
/usr/local/pf/bin/pfcmd: No such file or directory



This seems to be the case.  pfcmd.pl is there but not just pfcmd
