Actually, pfsetvlan is no longer used on recent versions of PF for wireless 
traffic.
We are keeping it around for wired traffic but intend to deprecate it with 
extreme prejudice as soon as we can.

So if you are running someting like 4.7 or 5.0+ you don’t need pfsetvlan for 
wireless traffic.
Turn it off, you will save some RAM.
