Running PF 4.6.1, configured with campus community able to register
devices via AD and guests self-registering with SMS and e-mail
confirmations.  PF uses the guest's email address as the ID key, whether
they confirm by e-mail or SMS.  We are not using local PF accounts for
anything.

We have a strict limit of one guest device per person.  PF's enforcement
apparently considers a person to be a unique email address.  Users being
users, they quickly figured out that they can put anything into the email
address, validate several devices by SMS to the same phone number, and
register as many devices as they want.

My question is what provisions are in PF to prevent the same phone
number from being used by a guest more than once for SMS confirmation???
