What about the ARP table on the client device? 

Assign a static ip to the client
try to ping the packetfence server on the registration interface
check the ARP cache:

example: 
# arp -a 
? (192.168.239.1) at 00:50:56:c0:00:08 [ether] on eth0
? (192.168.239.2) at 00:50:56:e2:4a:79 [ether] on eth0

Do you see the MAC of the PF server anywhere in there?
